Duties and Responsibilities
Background

  • UN-Habitat, the United Nations Human Settlements Programme, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Given the extensive experience of UN-Habitat in working in crises conditions over the years, the agency`s role became crucial in promoting and achieving sustainable urban development from the earliest possible opportunity in post crisis situations. UN-Habitat is assisting local governments in developing well-planned and efficient human settlements, with adequate housing, infrastructure, and universal access to employment and basic services such as water, energy, and sanitation. To achieve this vision, UN-Habitat is following a highly participatory approach, supporting the government in planning, ownership and management of
  • human settlements, as well as giving incentives for further development by increasing the institutional capacity in sustainable development of human settlements.
  • UN-Habitat has been supporting member states in developing well-planned and efficient human settlements, with adequate access to housing, infrastructure, and universal access to employment and
  • basic services such as water, energy, and sanitation. In Kenya, UN-Habitat partnered with the Garissa County Government and Turkana County Government to ensure peaceful coexistence though spatial development in Daadab settlement as well as Kalobeyei new settlment albeit under the urgency of humanitarian and development assistance.

Duties and Responsibilities

  • Under the overall technical and supervisory guidance of the Coordinator of the UN-Habitat’s Planning
  • Finance and Economy Section and in close coordination with UN-Habitat Regional Office for Africa, the consultant will:
  • Compile and analyse GIS data and other relevant information in corroboration with Garissa county and develop baseline data folder
  • Develop draft development plan of the area for Garissa county under humanitarian and development regeneration programme
  • Develop cadastral maps for refugee settlements in Kenya
  • Technical advice as a civil engineer on various water and environment related issue in Kenya
  • Develop various BOQs for construction programme under UN-Habitat

Qualifications/special skills

  • Academic Qualifications : A minimum Recognized Bachelors Degree in Civil Engineering or Architecture is a requirement.

Work Experience :

  • At least 3 years experience in civil engineering is a requirement
  • Experience in development projects and previous collaboration with United Nations desirable

Languages

  • Language : English and French are the working languages of the UN Secretariat. For this post, English is required. Knowledge of another UN official language is an advantage

The following deliverables are expected :

The inception report

  • The inception report is the key document that serves as a road map for the managing the overall implementation of the mandate assigned to the consultant. The document is the product that comes from the Terms Of Reference where the consultant explain how he/she will execute the mandate. This comprises (i) Introduction, (ii) Methodology, (iii) Evaluation Design Matrix, (iv) Work Plan and (v) Annexes if necessary

The urban development diagnostic report

  • It is a document that presents an analysis of reports, documents, plans and political strategies, and existing legislation in the fields of urban planning and housing. The urban, housing and land situations are diagnosed, and the development issues highlighted. The challenges and opportunities will be highlighted in order to formulate a clear vision of Urban Habitat in the Union of Comoros.
  • A report on urban perspectives and policy options
  • Based on the diagnostic report, and the local consultations carried out, this report describes three scenarios for change including the advantages and disadvantages of each.
  • The National Urban Housing Policy and its action and implementation plan
  • It is a document presenting, in the context of the three islands and according to the issues at stake, a framework for the coordination of actions for the planning of housing, land management and construction. It will provide the vision, objectives and strategic axes of the new national policy on urban planning and housing of the Union of the Comoros, including the institutional framework and the budget necessary for its implementation.
  • The report of the National Validation Workshop including the recommendations
  • This is a document relating to the organization of an urban forum presenting the drafted version of the PUNH to the local actors. The recommendations and suggestions made during the National validation workshop will be considered in the final version.

Qualifications/special skills

  • Masters Degree or equivalent in a discipline relevant to the assignment in public policy development and analysis, urban planning, urban policy, engineering, architecture, urban geography, or any other related degree is required.
  • A bachelor’s degree with an additional two years of qualifying experience may be accepted in lieu of the master’s degree.

General experience:

  • At least 7 years of professional experience in urban policy and strategy development, economics, planning and urban legislation (at least 3 relevant references) is required.
  • Specific experience: Professional experience in drafting completion reports with at least 3 relevant references in the field of urban policies and strategies is required.

Experience in writing reports of a similar nature:

  • At least one experience in writing a completion report with a project related to urban policies and strategies is required. English language skills would be an asset or desirable.

Organisation/planning and delivery of workshops:

  • Demonstrated experience in organizing and facilitating participatory meetings is required.

Languages

  • The consultant must be able to read and write French fluently. A good command of English would be an asset.

Organizational Setting:

  • UN-Habitat is the United Nations agency responsible for urbanization and human settlements, mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing shelter for all and sustainable development.
  • UN-Habitat is looking for an Audio-Visual Videographer, primarily based in Nairobi, Kenya, who is able to deliver a variety of different video and photo story packages to cover and to provide material for campaigns, events, projects and themes.
  • Under the supervision of the Chief of Communications and Media Section, the consultant will perform the following duties:
  • Standardize video recording format by evaluating the needs of the recording studio as well as recording video messages for the Office of the Executive Director as well as senior managers with the appropriate backgrounds for both.
  • Create promotional content for the United Nations Habitat Assembly for social media as well as to be used as curtain raisers during the opening ceremony
  • Edit 6 video files that will make up the upcoming season of the Global Urban Lectures series. The series should be properly branded and uploaded as a playlist on YouTube ready for dissemination on social media.
  • Update the video request form for tasks that require filming, editing, uploading, and more that will be received by the communications team. This will streamline communication requests where visual material is concerned.
  • Implement a digital archiving process of audio/visual content to prevent the loss of institutional data and to ensure easy retrieval of files on request through an updated corporate archiving system.
  • Update and report on the use of video digital platforms such as YouTube and Video by cleaning up playlists ensuring proper branding of updated UN-Habitat logos is used on produced material and profiles. A metric report on the accounts will inform the best function of these platforms.

Qualifications/special skills

  • A High School Diploma, a Diploma in Communications, International Relations or a related field is required.
  • A minimum 5 years of demonstrated experience in shooting and editing long and short form video packages for media or international organizations is required;
  • Proficiency in Adobe Premiere Pro, Photoshop, and other Creative Suite software is required;
  • Experience in photography on DSLR cameras is required;
  • Drone/aerial filming experience is desirable;
  • Experience working with the UN is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
