Health Coordinator

Specific Job Descriptions:

Main goals

  • Under the supervision of the Head of Programs, he/she ensures the roll-out of the health program strategy in his/her at the national level, and as such he/she is the guarantor of the national impact of Terre des hommes in his/her field of expertise
  • He/She is in charge of developing and consolidating the health program in his/her in Kenya
  • He/She contributes to securing the required resources (financial and human) in the delegation with the support services involved
  • He/She contributes to steering the health program by implementing and following up indicators, especially concerning the cross-cutting themes of his/her field
  • He/She develops and fosters innovation in the health program in the country
  • He/She supports the implementation of the insurance system and quality control for the health projects in Kenya
  • He/She ensures the implementation of the management and sharing of knowledge of the health program in Kenya
  • He/She is in charge of running and developing the health program‘s strategic partnerships in the Delegation
  • He/She is responsible for and accountable to beneficiaries, collaborators and donors
  • He/She ensures that teams and partners have learned the security policies and the general code of conduct and comply with them at all times

Specific responsibilities / Context of tasks

Strategy and steering:

  • Makes recommendations for developing the health program strategy as part of the country strategy and monitor its implementation in the Delegation
  • Ensures the analysis of issues and players in the country and identifies the national specifics in his/her field (or their region)
  • Contributes to defining and is responsible for the implementation of the health strategy
  • Guarantees the proper management of health project portfolio in the Delegation
  • Manages the implementation of pilot/cross-cutting/thematic health projects
  • Coordinates the measurement of results in the health program and recommends adjustments
  • Ensures the inclusion of health program indicators in the country’s projects and the gathering and reporting of data
  • Analyzes results and recommends corrective measures or decision-making at the national level
  • Supervises the implementation of projects with the Project Managers at the field level

Principles, standards, methodologies

  • Supports the roll-out/dissemination of Tdh principles, approaches, methodologies and standards within the health project portfolios in the Delegation
  • Contributes to identifying the health program’s and theme’s key methods of action (products/technical services) and their modeling (evidence based)

Finance:

  • He/she identifiesthe donors and financial apparatuses favorable to health program in the country and ensures a presence in the relevant networks
  • Ensures optimal financial coverage for the health program in coordination with the departments involved
  • Contributes to obtaining funding at the national level (strategic dialogue with national representations of institutional or major donors)
  • Establishes a working budget for the health program at the national level, has it endorsed and carries out regular follow-up of its consumption in coordination with the Delegation’s administrator

Insurance and quality control

  • Monitors and supports the implementation of the quality insurance system for the health program’s projects in the country
  • Technically supports the project teams to ensure the projects’ quality
  • Controls the quality and alignment of operations in the Delegation

Management and knowledge sharing

  • Coordinates the production, management and sharing of knowledge in his/her field (research, capitalization, assessment, etc.) at the national level, ensuring proper accessibility and dissemination of knowledge internally and externally
  • Implements the strategy for strengthening skills and thematic capabilities in his/her field
  • Fosters the exchange of practices within the Delegation
  • Contributes to the drafting of the activity report for health projects and endorses the submission of narrative reports to be given to donors funding the projects and actions in his/her field of expertise

Advocacy:

  • Contributes to developing advocacy strategies and campaigns at the national level
  • Coordinates the campaign and advocacy activities

Practices and networks:

  • Contributes to structuring the trade stream of his/her field of expertise in the country
  • Runs and consolidates the health program’s strategic partnerships in the Delegation
  • Ensures Tdh representation in the specialist networks of the country

Organizational structures:

  • Contributes to structuring the trade steam the health program in the country
  • Contributes to the dynamics of health program globally and works with the other thematic coordinators under the coordination of the Delegation Deputy to Operations

Management:

  • Guarantees the management framework of his/her field (draws up and follows the budget, human resources)
  • Actively participates in recruiting thematic advisers and heads of project in his/her field at the national level
  • Ensures that his/her teams and partners have learned the security policies and general code of conduct and comply with them at all times

Required Knowledge and Skills

  • Masters degree in public health, perinatal health, Nutrition
  • Minimum of 7 years relevant management experience in a similar health related position
  • Strong in Presentation and communications skills.
  • Proficient in MS Office

This function requires possession of fundamental personal, social and leadership skills (CPSLs), technical and methodological skills (CTMs) and Managerial and strategic skills (CMSs)

In particular:

  • Proper integration and application of guidelines and strategy in the development and carrying out of health activities
  • Proper knowledge and command of the stakes in health
  • Meaningful experience in the development of partnerships, the identification of new opportunities and the mobilization of resources

Abuse Prevention Policy – Operational Risk Management

Administration Assistant – Dadaab

Under the supervision of the field coordinator and with the technical support of the Snr HR Officer, the Administration Assistant will be responsible for Operational and administration su of the Tdh intervention in Dadaab. The incumbent will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Child Safeguarding Policy.

Specific Job Descriptions:

Facilitate upto date Administrational support in Dadaab

  • Keep track of various staff leave management including paid leaves /holiday and R&R breaks.
  • Ensure monthly staff time sheets are done, approved by supervisor and submitted to Snr HR Officer.
  • With Snr HR Officer, coordinate request for and validation of staff Payslips as per the set timelines.
  • With Supervisors, ensure staff appraisal reports are done on time and submitted to Snr HR Officer.
  • Maintain an updated staff organogram.

Management of Community Child Protection Volunteers and Casual Workers’ Agreements.

  • In Coordination with Field Coordinator and Snr HR Officer, take lead in the recruitment of Community Volunteers and Casual Workers.
  • Management of the CPVs agreements in line with the Volunteers’ Management Guidelines, relevant HR documents and donor guidelines.
  • Management of and keeping of an up to date CPV files, complete with relevant HR documents.
  • With Finance Officer, develop monthly CPVs and Casual Workers’ allowance lists for payment.

Contribute to the onboarding of new staff

  • Preparation for new staff to have all necessary contract signature, work equipment, and supplies.
  • Introduction of the new staff to the team and give a tour of the office and compound facilities.
  • Develop a comprehensive orientation plan that includes information about the organizational culture, policies and procedures, benefits, and job expectations.
  • With the supervisor, develop and provide training plans on the specific tasks and responsibilities of the role, as well as any relevant systems or tools.

Maintain regular Admin reporting Process

  • Archive all the relevant administrative and HR documentation according to Tdh procedures and submit original files to Nairobi while maintaining copies for own reference.
  • Collaborate in the preparation of documents for donor and statutoty reports and/or audits.
  • Provide relevant report to the Field Coordinator and Snr HR Officer upon request.
  • With Field Coordinator and Snr HR Officer, facilitate regular check-ins schedule to provide support and address any concerns the staff may have.
  • Coordinate key staff events and activities, if any.

Child Protection Policy

QUALIFICATIONS AND EXPERIENCE

Knowledge

  • University Degree with a HR specialization.
  • Minimum of 2 years work experience perefeable within an NGO
  • Strong knowledge of computer applications, especially MS Word and Excel.

Skills:

  • Demonstrated ability to maintain integrity in performing responsibilities assigned
  • Ability to work independently, under pressure, able to maintain accuracy, paying attention to details, meeting deadlines and working with minimal supervision.
  • Strong interpersonal and intercultural skills with proven ability to work effectively and harmoniously with a team of colleagues.
  • Ability to communicate clearly and constructively on negative and positive points
