Environmental Compliance Consultant – USAID Africa Trade and Investment (ATI)

Responsibilities

The successful consultant will support the environmental compliance function of USAID-Africa Trade and Investment (ATI) in the following tasks:

  • Review and analyze information contained in the partner application documents (for grants and subcontracts), field environmental assessment reports, partner environmental forms, USAID-ATI environmental screening checklist, partner environmental policies and any other document relevant for the writing of the Environmental Review Report
  • Carry out desk research on environmental and social impact contexts and analysis of various economic growth sectors applicable to specific partner applications or proposals that USAID-ATI funding
  • Carry out desk research on host country environmental and social impact regulations
  • Develop and complete the environmental Review Form for proposed partner activities
  • Develop detailed environmental and social impact risk screening and analysis for partner applications
  • Develop detailed Environmental Mitigation and Monitoring Plans
  • Complete the Partner environmental checklist
  • Use the task outputs above to write and complete an environmental review report for each partner using a standard USAID- ATI ERR template.

Deliverables

A complete environmental review report (ERR) for each partner

Required skills

  • Minimum bachelor’s degree in environmental studies or related fields from a recognized university.
  • Higher degree preferred.
  • Minimum 8 years of environmental impact assessments, capacity building and reporting especially within the private sector
  • Knowledge of USAID environmental compliance procedures and documentation is highly desirable.
  • Strong familiarity and understanding of broader environmental impacts on key sectors of economic growth across commodities and services in Africa. This includes that not limited to agribusiness, healthcare, manufacturing, ecotourism, textiles and apparels, construction
  • Strong research, analytical and writing skills, with proven experience in authoring environmental focused reports.
  • Possess excellent communication and presentation skills

Activity Specialist – USAID Africa Trade and Investment (ATI)

Overview of Job Description

The Activity Specialist will be responsible for supporting the management of one or two large multi-year buy-in activities with significant labor and/or field presence, with support from the Senior Activity Advisor, regional Activity Managers, technical advisors and the ATI team. Responsibilities include providing technical and management support to buy-in activities, working with the technical and operational teams to identify and mobilize resources in support of implementation, and supporting USAID clients. The Activity Specialist is also responsible for supporting buy-in activity budget management and financial forecasting, in close coordination with the Operations/Finance team and with support from other team members. The Activity Specialist will also support generating buy-in activity scopes of work, supporting the design of procurements and grants programs, and tracking budgets across ATI’s portfolio. In addition, s/he will provide surge procurement and operational support to existing ATI staff as needed.

 

Responsibilities and duties

  • Oversee and track buy-in activity implementation progress by personnel, consultants and subcontractors, ensure it adheres to the approved workplan and deliverable schedule, and troubleshoot deviations;
  • Support development and review of technical deliverables (both contractual and from partnerships) and contribute to subsequent learning;
  • Provide relationship management support for client and implementing partners
  • Support Activity Managers and others on all matters related to the buy-in, including but not limited to contractual, operational, MEL, reporting, and financial matters;
  • Provide administrative, procurement, and operational support across all assigned buy-in activities.
  • Ensure assigned buy-in activities are managed in accordance with USAID regulations and DAI Procurement policies;
  • Liaise with implementing parties to ensure proper M&E data capture and data quality to contribute to overall ATI project M&E reporting; and
  • In tandem with relevant technical staff, generate buy-in scopes of work and budgets as needed
  • As needed, support the project’s procurement and operational staff and train Activity Associates
  • Travel to regional offices as required

 

Qualifications

  • Bachelor’s degree and 9 years of experience working in budget, operational, and process management. Demonstrated experience in managing complex budgets and multi-year programs preferred.
  • Proven project management, communications, writing and interpersonal skills including strong experience with client management
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • A well-organized organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus;
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders
  • Excellent communication skills including writing, speaking, and reading skills in English.

Activity Manager – USAID Africa Trade and Investment (ATI)

The Activity Manager will be responsible for managing several large multi-year buy-in activities with significant labor and/or field presence, with support from technical advisors and the ATI team. Responsibilities include providing technical and management support to buy-in activities, working with the technical and operational teams to identify and mobilize resources in support of implementation, and supporting USAID clients. The Activity Manager is also responsible for buy-in activity budget management and financial forecasting, in close coordination with the Operations/Finance team and with support from other team members. The Activity Manager will also be responsible for generating buy-in activity scopes of work, supporting the design of procurements and grants programs, and tracking budgets across ATI’s portfolio. In addition, s/he will provide surge procurement and operational support to existing ATI staff as needed.

  • Liaise with implementing parties to ensure proper M&E data capture and data quality to contribute to overall ATI project M&E reporting; and
  • In tandem with relevant technical staff, generate buy-in scopes of work and budgets as needed
  • As needed, support the project’s procurement and operational staff
  • Travel to regional offices as required

Qualifications

  • Bachelor’s degree and a minimum of 10 years of relevant professional work experience
  • Significant experience in budget, operational, and process management or more general project and business process management experience relevant to USG program implementation;
  • Proven project management, communications, writing and interpersonal skills including strong experience with client management;
  • An extremely well-organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus;
  • Ability to work in a fast-moving, fluid team setting with multiple stakeholders
  • Fluency in spoken and written English required, foreign language skills preferred

Activity Associate – USAID Africa Trade and Investment (ATI)

POSITION DESCRIPTION

The Activity Associate will support the Activity Manager with managing several large multi-year buy-in activities with significant labor and/or field presence, with support from technical advisors and the ATI team. Responsibilities include supporting technical and management support to buy-in activities, working with the technical and operational teams to identify and mobilize resources in support of implementation, and supporting USAID clients. The Activity Associate will support generating buy-in activity scopes of work, supporting the design of procurements and grants programs, tracking budgets, coordinating travel and other administrative support tasks as needed across ATI’s portfolio.

KEY DUTIES AND RESPONSIBILITIES

  • Support the management and track buy-in activity implementation progress by personnel, consultants and subcontractors, ensure it adheres to the approved workplan and deliverable schedule, and troubleshoot deviations with supervision of an Activity Manager;
  • Support development and review of technical deliverables and contribute to subsequent learning;
  • Support on all matters related to the buy-in, including but not limited to contractual, operational, MEL, reporting, and financial matters;
  • Support the development of calls for applications/proposals and all related solicitation documentation; work with the Technical team to integrate technical guidance and requirements.
  • Under supervision of the Activity Manager and relevant grants and procurement personnel, provide procedures and policy guidance and interpretation for program staff as well as grantees and subcontractors to ensure adherence to the Activity policies.
  • Assist the grants and procurement teams in chairing technical evaluation committees and recording committee member evaluations and feedback.
  • Assist the review and analysis of proposal budgets to ensure the costs are allowable, allocable, reasonable and consistent.
  • Assist the grants and procurement teams in carrying out pre-award responsibility determination of prospective grantees.
  • Provide background information to the grants and procurement teams in preparation of negotiation memos for submission to USAID; supporting the development of first drafts.
  • Assist to review grant/subcontract invoices and grant financial reports for accuracy and eligibility.
  • Prepare grant/subcontract modifications.
  • Provide assistance to grantees and subcontractors in areas of submitting proposals, achieving and maintaining compliance with USAID regulations, reporting, and other areas in which partners may require support.
  • Ensure assigned buy-in activities are managed in accordance with USAID regulations and DAI Procurement policies;
  • Liaise with implementing parties to ensure proper MEL data capture and data quality to contribute to overall ATI project MEL reporting; and
  • In tandem with relevant technical staff, generate buy-in scopes of work and budgets as needed
  • As needed, support the project’s procurement and operational staff in administrative and operational needs
  • Coordinate and schedule travel for project staff and consultants
  • Travel to regional offices as required
  • Carry out any other tasks as requested by the Activity Manager.

QUALIFICATIONS:

Required:

  • A. Degree and 7+ years experience
  • Familiarity with USAID rules and regulations regarding project management, including project inventory, disposition, and operational procurement
  • Ability to identify time sensitive demands & inquiries and respond effectively
  • Ability to respond effectively to the most sensitive inquiries or complaints
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • Demonstrated report writing skills in English is required.
  • An articulate individual who possesses excellent communications and personnel management skills and who can relate to people at all levels of an organization
  • An extremely well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus
