For appointment to this grade, an officer must have:
- served for a minimum period of twelve ( 12) years and currently serving at the grade of Deputy Director, Land Valuation CSG 6 or in comparable and relevant positions in the wider Public Service;
- a Bachelors degree in any of the following disciplines; Land Economics, Real Estate and Property studies or equivalent qualification from a University recognized in Kenya;
- a Masters degree in any of the following disciplines; Property Valuation, Estate Management, Property Studies, Real Estate or equivalent qualification from a University recognized in Kenya;
- Membership to the Institution of Surveyors of Kenya (ISK), Valuation and Estate Management Surveyors Chapter;
- registered by the Valuers Registration Board; and
- demonstrated managerial and professional competence in work performance and results.
Duties and responsibilities at this level will entail: –
- initiating development and review of valuation policies, strategies, plans and programmes;
- coordinating development and review of the national land value index;
- initiating and supervising preparation of valuation rolls and supplementary valuation rolls;
- initiating and reviewing research on emerging value trends and valuation issues;
- coordinating monitoring and evaluating valuation projects and programmes;
- coordinating investigation on valuation disputes and appeals;
- overseeing valuation for arbitration purposes for courts, quasi-judicial bodies and tribunals;
- preparing reports on the impact of infrastructural projects on land values;
- representing the public sector valuers and estate agent registration boards;
- preparing progress reports on valuation;
- coordinating setting of performance targets and preparation of annual work plans, procurement plans and performance contracting processes; and
- mentoring and developing staff in the Directorate.

Senior Deputy Director, Physical Planning

For appointment to this grade, an officer must have: –
- served for a minimum period of twelve (12) years and currently serving in the grade of Deputy Director of Physical Planning CSG 6 or in a comparable and relevant position in the wider Public Service;
- a Bachelors degree in any of the following disciplines: Urban and Regional Planning, Urban Planning or Town Planning or equivalent qualification from a University recognized in Kenya;
- a Masters degree in any of the following disciplines: Urban and Regional Planning, Urban Planning or Town Planning or equivalent qualification from a University recognized in Kenya;
- corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
- been registered by the Physical Planners Registration Board; and
- a clear understanding of the National Development goals; Vision 2030,millennium Development Goals and the ability to relate them to Physical Planning.
Duties and responsibilities will entail: –
- initiating the formulation of national, regional and local physical development policies, guidelines and strategies;
- coordinating preparation and implementation of the National Spatial Plan;
- reviewing national, regional, county, metropolitan, urban, rural, physical development plans and strategic national projects/programmes;
- directing research on matters relating to physical planning and facilitating the implementation of the findings;
- evaluating the annual state of planning reports and providing direction on issues arising;
- overseeing, monitoring and evaluation of physical planning projects/ programmes at the county and national levels;
- managing physical planning data bank;
- overseeing the automation of physical planning processes; and
- undertaking key programmes in collaboration and partnership with public agencies and other stakeholders on physical planning matters.

Senior Deputy Director, Land Administration
For appointment to this grade, an officer must have: –
- served for a minimum period of twelve (12) years and currently serving in the grade of Deputy Director, Land Administration, CSG 6 or in a comparable and relevant position in the wider Public Service;
- a Bachelors degree in any of the following fields: Land Economics, Land Administration, Geography, Agricultural Economics or equivalent qualification from a University recognized in Kenya;
- a Masters degree in any of the following fields: Land Administration, Land Economics, Geography, Agricultural Economics or equivalent qualification from a University recognized in Kenya;
- registered with the Institution of Surveyors of Kenya (ISK) Land Administration Management Chapter;
- demonstrated professional competence and high integrity matched with proper appreciation of the country’s socio-economic development needs at the national, sectoral and county levels; and
- demonstrated efficient and effective administrative skills and outstanding professional competence in land administration work.

Duties and responsibilities at this level will entail: –
- coordinating, implementing and enforcing Article 66 of the Constitution of Kenya 2010, the Land Act 2012, the Land Registration Act 2012, the Community Land Act 2016 and the Land Control Act Cap 302 of the Laws of Kenya and other relevant statutes, regulations and strategies;
- initiating review of legislation and policy relating to land administration;
- facilitating Alternative Dispute Resolution (ADR) on land administration matters;
- approving sub-divisions, amalgamations, change of user, extension of lease and building plans;
- issuing consent for sales, transfers, charges, mortgages and sub-leases;
- approving leases for printing and registration;
- coordinating investigations on land administration matters;
- recommending action to be taken with regard to land administration reports;
- maintaining and integrating Land Information Management System (LIMS) with related systems;
- coordinating Land Control Boards;
- ensuring compliance with land administration standards and principles as prescribed by the Constitution and Land laws;
- coordinating research on emerging trends and issues on land administration; and
- managing staff in the directorate
