Director, Standards and Compliance

Over all purpose

Overseeing the Standards and Compliance Department at the NCR.

Duties and responsibilities

  • Formulating, implementing and reviewing nursing and midwifery education and practice Standards and Compliance policy and guidelines
  • Overseeing the processing of applications for private practitioners for nurses and midwives
  • Spearheading the inquiry process into alleged professional misconduct;
  • Supervising the accreditation process of nursing and midwifery programmes; Coordinating regular compliance audits in nursing & midwifery training institutions and health facilities;
  • Responsible for maintenance of information on nursing and midwifery training institutions, placement sites, internship centers and private practitioners in the database; Coordinating NCK participation in joint inspection together with other regulatory Councils and councils;
  • Coordinating the carrying of research and studies on nursing and midwifery standards matters
  • Coordination of management of departmental correspondences and responses to inquiries;
  • Monitoring and evaluating standards and quality assurance department activities; Preparing annual budget and work plan of standards and quality assurance activities; Coordinating setting and implementation of departmental targets and appraising staff performance;
  • Coordinating identification and implementation of risk mitigation at the department; Managing the controlled NCK quality documents, enforcing quality assurance policy; Foster a culture that promotes delivery of quality services, and reflects the values which facilitate performance and professionalism by staff throughout the Council;
  • Providing oversight in development of departmental annual procurement plan and budget;

Qualifications and Person specifications

For appointment to this grade, a candidate must have: –

  • Served in the grade of Deputy Director, Standards and Compliance ()fficer for a minimum period of three (3) years or twelve (12) years’ experience in a comparable and relevant position in Public or Private institution, five (5) years of which should be at senior management position
  • Bachelor’s Degree in Nursing or Midwifery from a recognized institution
  • Master’s Degree in Nursing and Midwifery or any health-related field from a recognized institution;
  • Registration Certificate issued by the Nursing Council of Kenya; Valid practicing license from Nursing Council of Kenya;
  • Membership of professional association of good standing
  • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution
  • Proficiency in computer application skills; and demonstrated merit and ability as reflected in work performance and result.

Desired qualities

Director, Education and Examination

Officer at this level is the Head of Education and Examination Department at the NCK

Duties and responsibilities inter alia entail:-

  • Formulating, implementing and reviewing nursing and midwifery education, examination & registration policy and guidelines;
  • Approving the work plan and activities för the department and coordinating the implementation
  • Coordinating the development and review of syllabi and/or courses and modes ofstudy
  • Coordinating the implementation, monitoring and evaluation of the curriculum; Coordinating evidence generation for decision-making regarding emerging programmes or issues touching on the Council’s mandate;
  • Overseeing the monitoring of nursing/midwifery students during training; Coordinating the setting and administration of licensure examination;
  • Utilizing research data to advise regarding emerging issues touching on Council’s mandate
  • Developing performance management targets for the department and overseeing the implementation

Officer at this level is the Head of Standards and Compliance Department at NCK.

Duties and responsibilities

  • Overseeing the implementation and review of Nursing and midwifery registration and licensing policies. regulations and guidelines:
  • Developing and reviewing the licensing and registration framework and tools; Overseeing the registration and licensure of nurses and midwives;
  • Maintaining the registration and licensing database:
  • Overseeing the evaluation of internship and retention compliance;
  • Coordinate the implementation of internship programmes
  • Conducting research in registration and licensing to inform policy;
  • Coordinating the implementation of internship and CPD programmes
  • Monitoring and evaluating performance in the Registration and Licensing depaflment

Director, Internal Audit

Overall purpose

Officer at this level oversees the Internal Audit function at the NCR.

Duties and responsibilities

  • Coordinate development, implementation and review of audit function policies of the Council
  • Coordinate the development, implementation and review of the Councils internal audit Strategy, policies and procedures;
  • Advise the Council on all Internal Audit issues through the Audit Committee
  • Oversee the review of effectiveness of Risk management controls;

  • Bachelor’s degree in any of the following disciplines: – Commerce
  • (Accounting, Finance option), Economics. Mathematics, Statistics or any other equivalent qualification
  • Master’s degree in any of the following disciplines: – Commerce
  • (Accounting/Finance option), Economics, Mathematics, Statistics, Auditing, Business Administration or any other equivalent qualification from a recognized institution: ion from a recognized institution
  • Certified Public Accountants (CPA K) from a recognized institution;
  • Registration with any of the following professional bodies: – Institute of Internal Auditors (IIA), Institute of Certified Public Accountants of Kenya (ICPAK) or Certified Information Systems Auditor (CISA);Be a member IIA, ICPAK, ACFE or ISACA; or fields: – any of the professional recognized body.

Director, Corporate Services

  • Advising management on policies and strategies that relate to corporate services;
  • Coordinating HR & Administration, ICT and Finance & Accounts activities;
  • Initiating formulation and development of policies and procedure in the HR & Administration, ICT and Finance & Accounts
  • Ensuring financial prudence and discipline for Financial Accounting, Planning, treasury management and budgetary controls in compliance with PFM Act 2012 and IPSAS;

  • Bachelor’s degree in either Commerce. Business Administration, Human Resource Management, ICT or related field:
  • Master’s degree in either Commerce, Business Administration, Human Resource Management, ICT or related field
  • Membership of a professional body and in good standing
  • Leadership course lasting not less than four (4) weeks;
  • At least Twelve (12) years’ work experience with at least three (3) years’ experience in senior management
  • Proficiency in computer applications Fulfil the requirements of Chapter 6 of the Constitution
