Humanitarian Inclusion Advisor


Strategic Planning and Learning:

The Humanitarian Inclusion Advisor will engage with key strategic planning processes within the Kenya Country Office from a disability inclusion perspective, and work to develop a strategic direction for disability inclusion within CBM Global’s humanitarian preparedness planning, response and external stakeholder engagement:

  1. Identify opportunities for partnerships with like-minded organizations and mainstream humanitarian actors to develop partnerships to promote the inclusion of persons with disabilities in the humanitarian response
  2. Contribute towards the development of the country Humanitarian Preparedness Plan and overall strategic direction of CBM Global’s humanitarian response programs from a disability inclusion perspective
  3. Contribute to the development of proposals and response plans to respond to opportunities to mainstream disability inclusion in humanitarian programming
  4. In collaboration with the KCO Program Manager and Humanitarian Coordinator, develop a strategy and detailed action plan for influencing mainstream actors, through advocacy and technical advisory.
  5. Support KCO Humanitarian Coordinator to capture important learning milestones in the influencing strategy and present the same to relevant mainstream stakeholders
  6. Develop influencing and knowledge products on priorities determined in the influencing strategy (e.g. case studies, learning briefs, videos) to showcase and communicate good practices and lessons relating to disability inclusion.

Internal Capacity Strengthening:

The Humanitarian Inclusion Advisor will work to strengthen the capacity of the KCO team and key humanitarian partner(s) to improve inclusiveness within response programming and provide technical support on disability inclusion to humanitarian actors:

  1. Provide trainings, coaching and other capacity building for KCO and partner teams to ensure response activities are inclusive and in line with international standards on disability inclusion.
  2. Support the development and revision of tools used by partner organizations (ie. rapid needs assessments, targeting criteria, etc.) to ensure tools and administration processes are inclusive.
  3. Support the Humanitarian Coordinator and partners in developing inclusive MEAL frameworks, knowledge management systems and inclusive feedback and reporting mechanisms for responses.
  4. Mentor and coach KCO and partner staff to carry out advocacy and technical support function for promoting inclusion of persons with disabilities in various humanitarian sectoral activities independently
  5. Facilitate learning events and lessons learned workshop with project partners

External Representation and Advisory:

The Humanitarian Inclusion Advisor will work to establish relationships with key mainstream organizations, networks and clusters to advance the agenda of disability inclusion and scope opportunities for technical partnerships.  The Advisor will work directly with mainstream humanitarian partners to provide technical advice on disability inclusion, in accordance with the priorities outlined in the Influencing Strategy. This could include the following:

  1. Advocate for and facilitate the integration of an age and disability analysis in the overall strategic planning, and programming of the humanitarian system including in funding mechanisms, sectoral reviews and evaluations and Humanitarian Response Plans.
  2. Link with any national, regional or local initiatives to support OPD leaders, to engage in advisory to mainstream humanitarian actors on disability inclusion.
  3. Work with other like-minded organizations to develop a strategy to ensure disability is addressed throughout the coordination mechanisms.
  4. Develop training packages, disability mainstreaming tools and resources, and IEC materials on Inclusion of Persons with Disabilities in Humanitarian Action tailored to the specific requirements of specific actors and clusters
  5. Ensure existing guidelines and tools related to age and/or disability inclusive humanitarian action such as the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action and Humanitarian Inclusion Standards are known, disseminated and used at cluster level.
  6. Liaise, communicate and coordinate with clusters and working groups, including the cash working group, health, protection, etc., to mainstream disability inclusion in Rohingya refugee response.
  7. In collaboration with KCO Programme Manager and Humanitarian Coordinator, represent CBM Global in meetings with donor agencies.


Upon request of the Humanitarian Technical Team and with agreement of the KCO Country Director, provision of surge capacity to respond to humanitarian crisis in other contexts as required

Person Specification

Education, Knowledge and Professional Experience

  • Academic or demonstrated applied background in humanitarian and/or development studies, disability studies, social sciences or other relevant qualifications.Graduate or post-graduate qualifications in the above is an advantage but not essential.
  • Minimum of 8 years work experience in humanitarian/ development context and preferably in an advocacy and/or technical support position
  • Minimum of 4 years work experience in inclusion of at risk groups ideally in humanitarian context– persons with disabilities, women, children, and older people
  • Experience in capacity building preferably in the field of age and /or disability
  • Deep knowledge / understanding on the rights of persons with disabilities, older people or other at risk groups and their challenges in humanitarian/development context
  • Good understanding of humanitarian architecture, disability inclusion standards and guidelines and Universal Design principles
  • Proven experience working with partners and other international stakeholders (UN, INGOs) and humanitarian cluster system
  • Experience in project cycle management (proposal writing, project planning, budgeting, project implementation, MEAL) and managing bilateral donor projects
  • Proven skills in training and mentoring staff

Advocacy Manager * IEH

These are your responsibilities

  • Provide advocacy, policy and influencing expertise to the implementation of CBM’s IEHI’s Strategy.
  • Establish and maintain functional and empowering relationships with policy makers, development partners, governments, civil society, and other interest groups who are either targets or alliance partners of IEHI’s advocacy and influencing work.
  • Provide strategic guidance on positioning relevant IEHI issues with the broader eye health, Neglected Tropical Diseases (NTDs) and global health target audiences, working in close consultation with IEHI Director, team leads, and other CBM colleagues as necessary.
  • Develop and maintain strategic relationships with senior advocacy and policy counterparts at partner organizations related to eye health and NTD work.
  • Working with communications teams  to develop and oversee strategic advocacy, policy and influencing communications planning and implementation for IEHI strategic’s priorities, including digital, editorial, media, fundraising and partner facing components as needed, clearly articulating and pursuing goals and metrics.
  • Develop products for engagement such as policy briefs, blogs, position papers, issues papers to inform and influence stakeholders on matters of interest to IEH Initiative.
  • Analyze and report on relevant global policy trends in Eye Health and NTDs and key developments within multilateral agencies (UN, WHO, etc.); identify opportunities and develop clear recommendations for policymakers.
  • Represent CBM on IAPB Advocacy Working Group, UN Friends of Vision working groups, Uniting to Combat NTDs, and other similar networks as necessary and follow up on work packages resulting from participation in these groups.
  • Lead  strategic advocacy and communications planning and implementation for IEHI programmes, including external events such as World Sight Day, and World NTD Day.
  • Provide support and training to CBM country offices to conduct advocacy and policy dialogues with national governments on World Report on Vision & implementation of Integrated People-centred Eye Care
  • Provide support and training to CBM country offices to raise awareness with national and regional governments of progress against NTDs in alignment with the NTD roadmap 2021-2030
  • Monitor policies, trends, data & research in eye health
  • Closely liaise and coordinate advocacy work with CBM’s advocacy colleagues based in Geneva, Germany and New York

These are your qualifications

  • Bacherlor´s degree in Social Science (economics, political science, psychology, sociology, international relations) or related field is required.
  • Advanced academic degree in a related field desirable, with a minmum eight years´ experience
  • Exceptional writing skills, including proven experience producing advocacy and policy materials
  • Experience in policy research and analysis, with a focus on evidence, understanding political and policy contexts, and finding solutions
  • Proven experience in strategic communications and advocacy planning especially in global public health themes. Working knowledge of the global eye health sector or NTDs desirable
  • Experience working with civil society organizations and with policy makers

Regional NTD Programme Manager

Programme and partnership management

  • Provide leadership on programme implementation, ensuring  progress towards elimination of NTDs is made, with focus on (but not limited to) onchocerciasis, lymphatic filariasis and trachoma.
  • Monitor progress towards disease elimination goals at the intervention unit level and highlight areas of concern for collective problem-solving with the national programme and other partners.
  • In liaison with the NTD team, country office and regional office staff, National NTD Programmes, and CBM’s institutional donor and philanthropy division, contribute to the development of new concept notes and proposals to grow CBM’s NTD work.
  • Contribute to planning and launching new NTD programmes in the assigned countries including MMDP (Morbidity management & disability prevention).
  • Draft project reports and support CBM NTD staff to provide accurate reports to donors.
  • Work in a collaborative way with the CBM Programme Delivery team in the region, to ensure that the NTD programmes follow the necessary internal planning, approval and reporting systems (programmes and finance)
  • Contribute to defining CBM’s strategy in the region, identify opportunities for new NTD programmes – particularly for comprehensive NTD programmes – and support the design and development of proposals.
  • Support the Regional Hub Office in the development and implementation of NTD programmes in CBM’s operational countries in the AFES region.
  • Line management of the Regional NTD Programme Finance Officer responsible for NTD programme systems and operations functions
  • Lead programme risks assessment and mitigation plans, assure compliance with COVID-19 risk reduction strategies.
  • Play an active role in CBMs NTD team meetings, contribute to the development and implementation of the CBM NTD programmes.

Within South Sudan

  • Lead the coordination and collaboration with the NTD partners to ensure effective implementation.
  • Set up and maintain systems for the management of the CBM team ensuring efficient delegation of responsibilities and effective collaboration between programme staff in South Sudan (NTD Technical Coordinator, M&E Officer, project staff and consultants/advisors).
  • Provide clear communication channels with the MoH, with regular planning and review meetings, to maintain a close, supportive relationship.
  • Respond quickly with accurate information, to all communications and requests from the Finance and Operational Development team (FaOD) and implementing partners
  • Attend (or delegate attendance at) all meetings ensuring CBM plays a leading role in the national NTD Stakeholders Forum and other fora (e.g. Supply chain, WASH, NTD Taskforce).
  • Provide guidance to the national NTD programme on the design and implementation of MEAL systems, in line with donor and WHO and other standards;
  • Provide guidance to the National Programme on the application of WHO, ICTC and other policies/guidance notes – including ways of working during the COVID-19 pandemic.
  • Provide support to strengthen the National NTD Programme’s data management systems and ensure CBM’s data management requirements are met.
  • Coordinate  and ensure accurate and timely reporting for the South Sudan NTD programmes

Networking and representation

  • Build and maintain excellent working relationships with counterparts in the Ministries of Health and other NGOs in the assigned countries.
  • Liaise with national and regional NTD stakeholders, WHO and government institutions relevant for NTD programme implementation and development.
  • Promote multi-sectoral programme approaches with all relevant stakeholders.
  • Participate at relevant stakeholders’ meetings, conferences, and workshops at national, regional NTD conferences.
  • Represent CBM at disease-specific and cross-sectoral coalitions and alliances


  • Maintain day-to-day communication and sharing of programme updates with relevant CBM NTD Team members and routine exchange with external partners.
  • Oversee the recording of NTD interest stories and photos from the communities served.
  • Contribute to the production of the annual NTD report.
  • Maintain up to date information on NTD programmes within CBM, through internal platforms


  • Attend and contribute to IEHI annual meetings, NTD meetings, and other internal meetings and communities of practice.
  • Contribute to NTD team’s administrative tasks when essential.
  • Uphold CBM’s mission, vision, and values.

These are your qualifications

  • Degree in Community Development, Social Science, Public Health, Tropical Medicine or equivalent knowledge gained through working expertise
  • At least 5 years proven work experience in Public Health and preferably Neglected Tropical Diseases (NTD) programmes, and of collaboration with Ministries of Health
  • Sound experience and knowledge of project cycle management including program design, programme management and M&E systems.
  • Experience of working in partnerships and consortiums, preferably with experience of managing partners.
  • Good financial monitoring skills with experience of implementing projects and overseeing budgets  of large institutional funded programmes.
  • Sound understanding of international trends and standards in onchocerciasis, lymphatic filariasis and trachoma, and other NTD work.
  • Expertise on trachoma programme management is an advantage
  • Strong understanding of the key organisations involved in global NTD work including NTD networks.
  • Experience of working in insecure environments.
  • English (professional proficiency). Fluency in French desirable
  • Computer literacy, including experience with use of Microsoft packages such as Outlook, Excel, Word, and PowerPoint
  • Working knowledge of data management tools (eg Kobo Collect, ESPEN Collect) desirable
  • Working knowledge of GIS tools desirable
