Engineer II (Mechanical – BS) – 20 Positions

Requirements for Appointment

For appointment to this grade, a candidate must:

  • have a Bachelors degree in Mechanical Engineering or equivalent and relevant qualification from a university recognized in Kenya; and
  • be registered by Engineers Registration Board of Kenya as a Graduate Engineer.

Duties and Responsibilities

This is the entry and training grade to the cadre. An officer at this level will be assigned mechanical engineering duties and will work under close supervision of an experienced officer.

Duties and responsibilities at this level include:-

  • design of mechanical services in government buildings and construction works;
  • repair, and maintenance of mechanical installations in airports, waterworks, offices, workshops conference complexes and other government facilities.

Engineer II (Electrical) – 16 Positions

Requirements for Appointment

For appointment to this grade, a candidate must:

  • have a Bachelors degree in Electrical Engineering or equivalent and relevant qualification from a university recognized in Kenya; and
  • be registered by Engineers Registration Board of Kenya as a Graduate Engineer.

Duties and Responsibilities

This is the entry and training grade for this cadre. An officer at this level will be assigned electrical engineering duties and will work under close supervision of an experienced officer.

Duties and responsibilities at this level include:-

  • design of electrical/electronic engineering services in government buildings and construction works
  • repair and maintenance of electrical/electronic installations in airports, waterworks, offices, workshops, conference complexes and other government facilities

Architect I – 29 Positions

For appointment to this grade, an officer must have:

  • a Bachelors Degree in Architecture or equivalent and relevant qualification from a university recognized in Kenya; and
  • a graduate membership with the Architectural Association of Kenya.

Duties and Responsibilities.

This is the entry and training grade for this cadre. The officer will work under the supervision and guidance of an experienced officer. Duties and responsibilities at this level include:-

  • preparation of sketch/scheme designs and production drawings;
  • interpretation of client’s requirements; and
  • post contract administration

Chief Superintending Engineer (Electrical – BS)

For appointment to this grade, an officer must have:

  • served for a minimum period of three (3) years in the grade of Senior Superintending Engineer (Electrical), CSG 8 or in a comparable and relevant position in the public service;
  • a Bachelors degree in Electrical Engineering or any other relevant and equivalent qualification from a university recognized in Kenya;
  • been registered by the Engineers Registration Board of Kenya;
  • a Current valid annual Practicing Licence from the Engineers Registration Board of Kenya;
  • corporate Membership with the Institution of Engineers of Kenya (IEK); and
  • demonstrated general administrative ability required for direction, control and implementation of electrical services programmes.

Duties and Responsibilities

An officer at this level may be deployed to head a unit at Headquarters’ or as a Regional Electrical Engineer or as a County Works Officer. Duties and responsibilities at the Headquarters
and at the Regional level will include:-

  • planning, controlling and coordinating electrical and electronic designs for government building and construction works;
  • repair and maintenance of electrical/electronic installations in government institutions;
  • checking and recommending for approval of engineering consultants’ designs;
  • evaluation, certifying and recommending fees submitted by consultants;
  • co-ordination of improvements of electrical and electronic services; and
  • rural electrification programmes and lightning protection of government installations.

As a County Works Officer, he/she will be in charge of all Architectural, Engineering and Quantity Surveying services in the county. Duties and responsibilities at this level will include:-

  • coordinating design, supervision of construction and maintenance of public buildings, civil and other public works;
  • research activities; and
  • administration and supervision of all staff working under him/her

Chief Superintending Architect – 6 Positions

For appointment to this grade, a candidate must have:

  • served for a minimum period of three (3) years in the grade of Senior Superintending Architect, CSG 8 or in a comparable and relevant position in the wider public service;
  • a Bachelors degree in Architecture or its equivalent and relevant qualification from a university recognized in Kenya;
  • been registered by the Board of Registration of Architects and Quantity Surveyors;
  • a Corporate membership with the Architectural Association of Kenya (AAK); and
  • demonstrated general administrative ability required for direction, control and implementation of building programmes.

Duties and Responsibilities

An officer at this level can be deployed as a Head of a Unit at the Headquarters or as a County Works Officer or a Regional Architect. Duties and responsibilities at the Headquarters and at the Regional level include:-

  • managing and coordinating work in the preparation of scheme designs and production drawings of Projects in the annual works programme;
  • controlling of activities on site;
  • supervision of projects during construction and maintenance;
  • monitoring of expenditure;
  • liaising with client Ministries/Departments on matters relating to design briefs and expenditure;
  • managing and coordinating field surveys and user reaction investigations;
  • analyzing data from field surveys and establishment of space standards and better architectural detailing;
  • monitoring and evaluating sketch/scheme designs done by consultants for necessary recommendations for approval; and
  • evaluating consultants fees and making recommendations for payment; and
  • assessing training needs in the Units.

As County works officer, the officer will be in charge of all Architectural, Engineering and Quantity Surveying services in the County. Specific details and responsibilities will include;

  • design and supervision of construction and maintenance of public buildings, civil and other public works;
  • research activities; and
  • administration and supervision of all staff working under him/her

Deputy Chief Architect – 2 Positions

For appointment to this grade, a candidate must have:

  • served for a minimum period of three (3) years in the grade of Senior Principal Superintending Architect or in a comparable and relevant position in the wider public service;
  • a Bachelors degree in Architecture or its equivalent and relevant qualification from a university recognized in Kenya;
  • a Masters degree in Architecture or its equivalent and relevant qualification from a university recognized in Kenya;
  • been Registered by the Board of Registration of Architects and Quantity Surveyors of Kenya;
  • corporate membership with the Architectural Association of Kenya (AAK);
  • demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of Building development programmes; and
  • a thorough understanding of National goals, policies and programmes and the ability to translate them to the quantity surveying functions.

Duties and Responsibilities

The Deputy Chief Architect will deputize the Chief Architect in the activities of the department comprising architectural maintenance, research forward planning group and surveying both at the headquarters and the field. Duties and responsibilities at this level will include: –

  • implementing architectural policies, plans and strategies;
  • assisting in review of legislation related to building construction;
  • preparation and approval of spatial requirement for government building.
  • implementing departmental performance contract;
  • coordinating research on building technologies, methodologies, processes and material and disseminate research findings;
  • monitoring expenditure on the government building development programme; and
  • administration of general staff mater for the department.

Director – Kenya Buildings Research Centre

For appointment to this grade, an officer must have: –

  • cumulative service period of ten (10) years, three  (3) of which should be at the grade of Assistant Director of Research Services, CSG 7 and above or in  comparable and relevant positions in the wider public service or  in the private sector;
  • a Bachelors degree in any of the following disciplines: Construction /Project Management, Architecture, Economics, Environmental studies, Interior Design, Civil / Electrical /Mechanical Engineering, Land Economics, Building Economics, Quantity Surveying, Urban Planning, Statistics, Sociology, Geography or equivalent qualification from a university recognized in Kenya;
  • a Masters degree in any of the following disciplines: Construction/Project Management, Architecture, Economics, Environmental Studies, Interior Design, Civil/Electrical / Mechanical Engineering, Land Economics, Building Economics, Quantity Surveying, Urban Planning, Statistics, Sociology, Geography or equivalent qualification from a university recognized in Kenya;
  • conversant with aspect pertaining to the building research industry in the Country;
  • shown high level of competence and proven ability for direction control and implementation of projects including supervising of multi-disciplinary professionals and technical staff;
  • demonstrated high standard of competence and administrative ability; and
  • ability to articulate, interpret and implement national and international policies and research and development goals.

Duties and Responsibilities: 

The Director, Building Research Services will head the Research and Material Service Division. Duties and responsibilities at this level will include: –

  • being responsible for Building Research and Building Material Services;
  • being technical and administrative head of the Research and Material Services Division;
  • supervising the work of technical units and also appraising them;
  • approving research and material service division programmes and activities;
  • promoting, overseeing research and development;
  • advising government on building research and building material matters;
  • developing building research and material policies and strategies in liaison with other stakeholders;
  • overseeing set ups in collaboration with the performance contracts appraisal and filing reports as required;
  • formulation of building research priorities and briefs and presentation of research findings;
  • guiding and overseeing the formulation and implementation of building research and development policies, planning and programmes;
  • ensuring effective communication within the directorate and stakeholders;
  • maintain a conducive work environment for attracting, motivating and retaining staff;
  • directing, controlling and supervision of a multi-disciplinary professional and technical staff involved in building Research and building materials division and fostering a departmental culture that promotes ethical practices and good citizenship; and
  • overseeing human resource matters including welfare, training industrial relations, separation and effective management succession plans

Chief Engineer (Structural)

For appointment to this grade an officer must have: –

  • served for a minimum period of three (3) years in the grade of Senior Principal Superintending Engineer (Structural) CSG 6 or in comparable and relevant positions in the wider public service or in the private sector;
  • a Bachelors degree in Civil Engineering or its equivalent and relevant qualification from a university recognized in Kenya;
  • a Masters degree in Civil Engineering or its equivalent and relevant qualification from a university recognized in Kenya;
  • registered with the Engineers Registration Board of Kenya (ERB);
  • a current valid annual Practicing license from the Engineers Registration Board of Kenya;
  • corporate membership with the Institution of Engineers of Kenya (IEK);
  • demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of structural and civil engineering development programmes; and
  • a thorough understanding of National goals, policies and programmes and the ability to translate them to the Structural and Civil Engineering   functions.

Duties and Responsibilities

The Chief Engineer is the Head of the Structural Department and is responsible to the Works Secretary for all activities of the department comprising maintenance and research, design and development and administration and planning.

Duties and responsibilities at this level will include: –

  • directing, controlling, co-ordinating and supervision of the personnel dealing with design and institutions;
  • construction and maintenance of all structural works in the government buildings and other public works (marine and footbridges);
  • formulation and implementation of policy matters on the welfare of the structural department;
  • implementation of the department’s strategic objectives;
  • preparation and implementation of the department’s performance management system and contracts;
  • overseeing the financial asset Management issues of the department;
  • instituting operational accountability; and
  • securing and managing financial support for development plans and overall supervision, training and development of departmental staff
